Attacks Shift Border War North NewsMax.com Wires Wednesday, October 03, 2001 WASHINGTON -- Congress Wednesday pushed the focus of the war on terrorism toward the 4,000-mile border between the United States and Canada, fortified in some places by just a string of orange construction cones, lawmakers said. "America can not effectively combat terrorism if it does not control its borders," Sen. Byron Dorgan, D-N.D., said at a hearing on border security in the wake of the Sept. 11 attacks. "That is what this is all about." A Senate appropriations subcommittee Wednesday joined a growing chorus of lawmakers bent now on pouring more resources into the Immigration and Naturalization Service and Customs Service, and focusing on preventing terrorists from entering the country -- as opposed to controlling illegal immigration, primarily from Mexico. Some lawmakers are also pushing for the establishment of broad new programs to track and hunt down visitors who abuse the U.S. visa program. Lawmakers said they would closely consider reorganizing the current allocation of border-control resources, including the disparity between roughly 8,000 border control agents strung along the 2,000-mile border with Mexico, as compared to fewer than 1,000 agents along the 4,000-mile border with Canada, that lawmakers said was often protected with just those cones. "For a number of reasons, our focus in the border has been primarily on the south," Sen. Mike DeWine, R-Ohio, said. "The events of the past weeks have shown us to also look at the northern border. ... Security must come first." Customs and immigration officials said both agencies were working in high gear trying to screen more than 500 million people crossing U.S. borders every year, using just 4,775 INS inspectors to process visitors and only 1,977 investigators to handle people who enter illegally or overstay their visas. Along the northern border with Canada, 62 out of 113 border ports do not operate on a 24-hour basis, according to the INS. "Despite the workload challenges and accomplishments of the INS, changes are still needed to ensure efficient and effective operations," INS Commissioner James W. Ziglar said. "The structure of the organization and the management systems that we have in place are outdated, and, in many cases, inadequate for the challenges we face." Lawmakers have said privately that some of the hijackers involved in the Sept. 11 attacks appear to have crossed into the United States from Canada. Ziglar told lawmakers Wednesday he was not allowed to say. Congress is already moving to improve what lawmakers said could be a security weakness along the border with Canada. Dorgan put an extra $25 million in a funding bill making its way through Congress to establish a "Northern Border Initiative" designed to hire more agents, inspectors and canine teams for the Customs Service. The House version of that bill contains only $15 million for that initiative that is in addition to Customs' $2.6 billion budget, but both were put in before the Sept. 11 attacks, and lawmakers said they see huge increases in resources for border control authorities. A major anti-terrorism bill moving through Congress might also contain new money and authority to increase border control, including a provision in the Senate bill that would triple the number of INS agents in each state along the border with Canada. "This represents the resources available to protect our borders," Dorgan said Wednesday holding up an orange construction cone. "It is not enough." Copyright 2001 by United Press International.
